HACCP process query for hotels & restaurants

For a catering that carries out the purchase, reception, storage, then shipping to the catering (in the desert) according to the following diagram:
 
1- Purchase
 
2-  Reception
 
3- unpacking/decartonnage
 
4-  Storage
 
 
5- New packing/ cartonnage
 
 
4- Shipping (to the catering in the desert according to customer order) 
 
 
 
Is the step of  decartonnage (cartons removal) /unpacking    after receiving before storage is mandatory or not? Because we will realize a delivery another time according to the order of customer in the catering in the desert and in this case we will realize a new cardboard / packing for the goods already decartonnage / unpacked.
 
Someone can clarify this point and share an example of a HACCP study for this diagram.

It is wise to make this step mandatory as it will provide documented proof of this step. This will resolve any issue which you may have with the repacking of the products. Yes it is possible to trace back the product by other means but in case of product recall specially by one of your customer it will be difficult to retrace the product you have sent to this customer in hurry. The establishment of repacking register will make it much simpler task

It’s not a rule, but it is better to add it!

I also recommend adding a step before new packaging/cartonnage if the product is modified or labeled.
