What are differences between HACCP and HARPC ? Which one is better plan and what is most missing in HACCP and present in HARPC ?

I'm not too familiar with HARPC myself, but the below may offer the answer:

I had a HACCP which I converted to a HARPC. I would say that they contain similar elements the difference is HARPC is being proactive and HACCP reactive. In HARPC, in addition to all the things I was looking at potential food fraud/ terrorism. Here is a link that helped me explain the difference to my company.

A major change is in HARPC's introduction of Preventive Controls (PCs). Details are given in the document attached.
