SQF 12.2.4 - Lighting and Light Fittings (shatter proof fittings and covers), does this apply to our operation?

Hi,
I work for an ecommerce company that does Third Party Logistics.
We are working on our food safety plan in anticipation of taking on food clients and become HACCP Certified.
We had a question about 12.2.4 "Lighting and Light Fittings", specifically in regard to the fittings and protective covers. We will only ever fulfill closed/packaged shelf stable products. We will never open or rework a product.
The Code states that shatter proof fittings and covers are needed in areas where food product is "exposed or recouped".
