Should our company be regulated by FDA or USDA?

Hi everyone,
 
I'm currently working for a small business. We produce Brazilian Cheese Bread.
We have 3 flavors, traditional, jalapeno, and bacon.
The bacon product has natural bacon flavor and less than 2% of fully cooked diced bacon.
 
Should our company be regulated by FDA or USDA?

Probably both. 

 

We have FDA for our cheese and non-meat products and USDA for items with meat.

Definitely FDA for the non-meat items.  I believe if you have less than 2% bacon, you do not need USDA, but I would check with a local USDA office to be sure.
