Proficiency Testing as part of the SQF 9.0 edition?

Can someone please advise me on the proficiency testing part of the SQF 9.0 edition? As I understand it, it is only for facilities that have internal labs. Does proficiency testing also apply for facilities that use 3rd party ISO17025 accredited labs? We were given a minor for not having it but we don's conduct internal lab testing.

Any "technical" roles (qc techs, lead hand doing seal checks, CCP monitoring) all need annual proficiency testing..............once a year you observe them doing the task----------did they follow the SOP yes or no
