Optical Sorting to Control Aflatoxin in Peanuts: Process Preventive Control

I am currently writing a HARPC plan for shelling redskin peanuts (raw). I have identified optical sorting as a process PC for aflatoxin.  USDA Federal State Inspection Service takes official samples and tests the lots of redskins.  Would testing activities be considered a verification activity or a validation activity? Each lot (truck load) of farmer stock peanuts is already passed a visual inspection for the presence of aflatoxin (supplier PC). Optical sorting removes damaged kernels that contain the mycotoxin but it is not known to be effective until official testing is conducted. 

If the optical sorting is a PC that needs confirmation of lab samples, AND you have to hold lots until such results are returned to you, then it is a validation (IMHO)

If however, you do not need positive release, then the aforementioned testing would be a verification
