Use de-oiled Lecithin as instantizer for powdered infant formula

Hi all,

 

How can we use de-oiled lecithin powder as instantizer for powdered infant formula?

 

I mixed de-oiled lecithin powder (acetone insoluble %= 97%) with oil at ratio 1:2, heat up to 60 Celsius degree (for spray coating onto the powder surface).

However, the lecithin powder (HLB =7) didn't mixed well in oil as formed small lumps (no matter how hard I stirred).
