Cannot get SALSA accreditation because of using co-packer

Please advice: we manufacturing vegan snacks (not high risk) and using co-packer. We want to get SALSA accreditation (UK) but Salsa says we can't because we use co-packer. Co-paker has BRC. Is it true that we cant be certified because we don't pack ourselves and its not in our HACCP?

No chips, no salsa. 

Co packers should also get the certification.

They have BRC

If you wanted the "full" BRC route, the appropriate standard would be either Agents & Brokers or Storage & Distribution.
