Is it mandatory to seal promotional sweet boxes in the UK?

I'm probably in the wrong place on the forum - apologies if this is the case. Its just a quick query.. if anyone could help!
A business makes boxes of sweets that are given away as a promotion at events, so they are free to the consumer. They are packed loose into boxes.
Does anyone know the legislation around sealing these .. is it mandatory for them to be sealed? One customer did say that if they aren't sealed then they are non compliant - does anyone know where the law lies in the UK with this?

Are the sweets exposed inside the package. If so and outer seal is required.
Yeah they are exposed to the inside of the box but they were arguing that because they are given away free then they don't need a seal but I kept getting the words tamper proof flash up in my head .. I just wondered what UK law had to say about it!
