Do I Need a US Import Permit for Fermented Cocoa Bean Samples?
Hi Everyone.
I have to send, via FedEx, a fermented, dried cocoa beans sample to a USA lab for testing. I am in the Caribbean.
I am getting conflicting information regarding whether or not I have to apply for a US import permit. I checked the US Customs and Border Protection's website but could not find anything there specifically related to samples for laboratory testing.
I know I have to submit a Prior Notice but do I also have to have an import permit to send the fermented, dried cocoa beans sample to a USA lab for testing ?

Check with the USDA for export/import permitting.
Also contact the lab directly as they may have specific requirements as well for in-taking a sample from Trinidad and Tobago.

I already checked USDA and got one response but I got another conflicting response from a colleague who sends similar samples to the USA so I am rechecking.
I second the suggestion to contact the lab. I send samples out 2-3 times a week from US to a lab in Germany and the lab has provided me special import paperwork that must be on the outside of the box, or it gets held up in customs for 1-2 weeks.
I've shipped samples internationally with FedEx and they have always provided all the needed import paperwork (commercial invoice), however this was from US to other countries. Given the complexities of these things contacting the lab as other have stated is a good idea.
FedEx does mention an export license via their site, I would assume that this is more to do with larger imports rather than small sample shipments (don't quote me on this one).
