Wrapped food on the floor

I have a real hatred for seeing people reworking food which has hit the floor (wrapped or no) because I think it's a Listeria risk and I can't see how it can really be done hygienically.

I'm having this argument at work at the moment and no-one else seems to think it's minging! What do you all think (and better still) do you have any evidence to back up your opinion?

added - not quite sure what "minging" means ? Meat processor's dictionary?
Minging = British slang word for something a bit nasty / unpleasant but it just has such a nice ring to it.

Imagine using it for something dirty and slimey (or a person who's a bit unpleasant and ugly looking) and you'd get the idea!
Hmm. I might be a lone voice on this one after reading the comments before but I think there is a fundamental difference on how people act with their own health and how they act with their QA / Technical 'hat' on! I think the first statement gave it away that Arya said "This question pops up in my head when I accidentaly dropped my cookies on the floor on a very quite morning in my office... and of course... no one sees me" I think (I hope) we'd all act very differently in a food factory with food for consumers.

I'm starting to think Dr Bunsen is getting too strict with the GMP rules in his old age!

If I understand correctly, the problem is, when you open the pouch, wrap or whatever covers the food, your hands get dirty.
Would it be alright if there was a procedure that made people "clean" the wrapping before opening it? or require people opening the wrapping to not touch the food, only the wrapping, and washing hands thoroughly before touching the food?
How about specifically testing microbiology for reprocess from wrapped food that fell on the floor as a validation exercise?
I think that the wrapping acts as an effective barrier against microorganisms or any other risk. If you´re in a food factory, the floor, uniforms, shoes, others are probably "clean". But then again, after seeing some pretty nasty things going on in different types of industries, my opinion is probably not so strict.
