Delivery Vehicle Maintenance

Good morning! I need some help...
I'm a bit confused on how to go about the requirement of PAS 223 wherein it says: Vehicles, conveyors and containers shall be maintained in a state of repair, cleanliness, and condition consistent with requirements given in relevant specifications and contracts:
Q: Does this mean that I need to make a PM plan for our delivery vehicles? What if maintenance is done only whenever a problem is encountered before or during transit. Well, we have this checklist for our out-going delivery vehicle to comply which also include Vehicle Hygiene and Security containing not only cleanliness of the truck but also it's condition. Would this be ok?... since with this it ensures that the truck is in good condition. My problem for proposing a PM plan for Delivery vehicles is how can i defend this to our big boss that this is necessary.
Also, does this include pallet truck/jack lift maintenance and cleaning schedule? with PM plan?

Well, a PM is not necessarily required. When a battery fails, it does not have impact on food safety. if the driver seat is not okay, does it affect the food safety aspects, but when the carrier is having wholes, it cant be cleaned, it has rust, etc, the vehicle is not in good state of repair. Let the engine fail the logistic or transport manager will arrange fot its maitainance; what you need to check is food safety aspects that can be affected by a non-maintained vehicle.
The thing is, shoudl you feel the vehicle, conveyors or handling containers are not maitained in an acceptable state of repair; they are damaged, have rust, are dirty, vehicle has smoke from diesel / fuel, has got wholes or other states that could compromise cleaning, these are the asppects you need to address; if tyres are worn out, engine isnot strating, the director will himself know the vehicle is not in order.
