For this section, do we include the entire writeup of the programs such as the cleaning and sanitizing procedures and documentation for all the machines, floors, walls, etc.

You will need to define a high level procedure/policy which defines the PRP for cleaning etc. It should address all the requirements of the standard in regard to this. In addition the specific procedures and standards for all cleaning activities should be documented including and monitoring activities, checks, tests etc. These should be drafted, approved, issued etc as per your standard document control procedure.

A PRP is typically a SOP. So each of the standard's listed items is usually an SOP. If you are familiar with HACCP I expect you know this already.
The exact format of an SOP can vary, eg it could be encyclopedic. But most SOPs (similar to ISO 9001 "Quality Procedures") typically describe the overall procedure and include cross-references to documents, forms, etc which, as George stated, contain all the ancillary details as required by the standard. The ISO analog might be "Work Instructions" to name one example.
There are various examples of SOPs on this forum / Google.
The standard gives a minimal suggested list. The maximum is undefined.
