Yr situation looks similar to Posts 7,10 of 2nd link (Packaging) whose (practical) interpretation is, I think, similar to your own and was apparently BRC acceptable (but also note the possible caveats in Posts 9,10). I further anticipate that the overall situation may relate to any existing Local Regulations.
I believe that the BRC Guidelines detail their expectations regarding Recalls.

Just in case i misinterpreted yr OP, my previous post does not necessarily imply exemption from recall-related elements in section 3.11. For example the necessity for an emergency recall could originate from the manufacturer.
Since you are in the US check the link on FDA's definition of recall versus withdrawal. You will find they are very similar...and really from your perspective (as a supplier) it doesn't matter who the end customer is, industrial versus retailer.

Keep in mind that any market withdrawal or recall you will need to follow the process required by the FDA with reporting the action via the Reportable Food Registry, link below.
