Using hand dryers instead of napkins in bathrooms

Does anyone know about using hand dryer instead of napkins in bathrooms what's the regulations about it?

I don't believe there are regs on it in the US.  The dryers appear cleaner but are not; there has been a lot written on the unsanitary conditions conventional hand dryers create.  Even if it is the "sanitary" type it's still blowing into the air whatever is left on the hands before they're dry.  In my view, stick with the paper towels and empty the trash as needed.
