Is a CoC necessary for every batch we supply?

Nope, sorry I have to agree with your customer. They should be automatically sent with each batch/lot number

Depends on the ingredient and the customer. Some ingredients I require it for every batch, others I receive against a specification or broad CoC.

If your customer requires it then it's a business relationship issue, not a legal one.

I work for a commercial company and the main activity is the trading of own brand products. A second activity is to mix ingredients (like flavors, starch etc) and we sale them with our brand for non dairy cheeses (vegan). Every year I issue CoC for the products but now one client is asking for every batch. 

If I tell him that it is not necessary I will be right?

You didn't mention if any particular FS Standard is involved. I assume not. If otherwise it likely matters.

afaik there is no universal rule about this but customers often have the leverage, especially if they are "VIPs".

I have encountered receivers who require a COA for each Container load, some for each Production Code, some nothing except a mutually signed specification, etc

Large retail customers IMEX typically demand a mutually agreed contract which usually includes specified sampling and analytical requirements. And more.

We produce a COA for every batch for most customers. COA Certificate of Analysis meaning we analyzed and verified that this batch is within customer specification. We make COCs for other customers to address more of a blanket or Purchase Orders. But as a wise man once said, "The customer is almost NEVER RIGHT, but they are most important"....

If yr COC/COA includes detailed in-house micro,  you can expect some rapid push-back to your customer "generosity".

If you issue COC's annually as standard then you already have the platform to send one out to each batch to this customer. a little extra work but as you stated a happy VIP customer is never a bad thing.

It is depend actually. There is no standard requirement specifically for this but it is yes, if required by customer. However, the manufacturing company able to provided the CoC based on their product release criteria. it can be as simple as physical parameter such as appearances and weight. Also other chemical and biological parameter based on risk assessment which much be logical.
