Contract Service Providers - who exactly falls under this category?

We are doing our 1st SQF Level 2 cert - who exactly falls under this catergory?

 

Transportation -? UPS /FedX - Third PArty Logistics?ly

Garbage Disposal?

 

So far I only have:

Ecolab

Calibration Co.

Micro Testing Lab

2.3.3.2 A register of all contract service specifications shall be maintained. 2.3.3 Implementation Guidance What does it mean? Many duties within the food production or processing site may be conducted by individuals or organizations that are not employed by the business, but are contracted to provide specialist services. These may include companies involved in transport, construction, contract labor hire, engineering, pest control, sanitation, chemical management, trash collection, refrigerated storage or uniform cleaning. The contract service does not need to directly involve product safety, but could still indirectly affect the product or site. For example, construction engineers may not have direct contact with food manufacturing, but their work and presence in a food handling site can indirectly impact food safety. This element of the Code addresses how the services from these outside organizations are controlled monitored and verified to ensure that food safety is maintained and customer specifications are achieved. What do I have to do? Just as with raw and packaging materials, specifications must also be in place for all providers of contract services. The specification may be included in the contract, and will describe fully the services provided, and how the safety of product are protected from the actions and presence of contract personnel. This will include, as necessary, the qualifications of contract personnel and the equipment, tools, and chemicals permitted on site (e.g., a “no glass” policy). Contractors working within the site will be subject to the same personal hygiene and welfare conditions as employees. These conditions shall be included in the contract specification. The specification must include the training required by contract service providers. Training examples could be training done by service providers, training completed by supplier or certification as demonstration of training. All current specifications for contract service providers must be included on a register (list). 2.3.3 Auditing Guidance The auditor will seek evidence of the existence of a register of contract service specifications and will review a sample of specifications to ensure compliance with the requirements of the Code. Evidence will be sought by interview, review of specifications, and observation, and may include:  Review of selected sample of contract service specifications to confirm compliance with the SQF Code requirements, including personnel hygiene and welfare;  Qualifications and credentials of contract staff;  Knowledge of contract service and Code requirements by contract personnel.

  • Approved Service Providers are added to The Approved Service Providers Register.
  • The contractor will be made aware of Sunshine Pickles Health and Safety protocol (GMP’s) and sign off on it.
  • Documents will be held in the Approved Service Providers Binder with the contractor’s information by the SQFP.
  • Owners are responsible for obtaining a completed Supplier Service Agreement form which includes the Contracts name, Company, Address, Phone, Description of Service provided. 
  • The SQF Practitioner will keep a register of all Contract Service Specifications.
  • The SQFP will retain all documents related to Contract Service Providers.

Are "specifications required for contractors like "Transporation" - UPS/FEDX/LTL - or will qualifications and contracts work?

transportation has it's own section in module 11 and each vehicle is inspected prior to loading/unloading so I have not included them

Include service providers such as plumbers, electricians, security guards, technicians, etc.

would you think Loma who comes once a year for MD calibration, a company who comes once a year for scale calibration, or refrigerator company who comes twice a year for refrigerated room maintenance fall under this category and should be in the register?

absolutely!  They could all have a large negative impact on your program

 

Imagine if your company tried to save a few bucks with a fly by night company and your scales aren't properly calibrated, or your cooler no longer functions properly

Yes they need to be on your register.

And here's a kicker for you... as an SQF Consultant all of our work is done remotely - meaning I never step into the plant. But, my work such as developing an entire SQF system and providing consulting on physical plant compliance needs has an impact on food safety.

Thus, I and company must be listed on the register.

Thank you Scampi for your response. I thought as they come once a year they do not need to be in the service contractor list. so your point is who ever comes to company for equipment maintenance like compressors, refrigerator units, electricians should be in the list? right?

Yes, services you might receive on or off site: maintenance, repair, calibration, micro testing, auditing (SQF, organic), pest control, waste removal, sanitation, laundry, etc.

Plus---it's an opportunity for you to check for things like, insurance coverage, licenses etc before you let anyone in the building even when it's only once/year

IMO Calling most of these outfits "contract service providers" is a misleading way to introduce the concept.  I have successfully argued against nonconformances in the past on this topic because ad-hoc repairs with outside servicemen aren't necessarily under contract.
