Training procedure & Training Matrix for HACCP

Can anyone kindly assist me with a sample of HACCP training procedure and a training Matrix. I work in a dry blending factory. We produce spices, soup powders, cool drink powders, dessert powders and milk powder.
training procedure would be whatever you feel will work so that your target audience understands and applies what they've learned
your matrix is simply a page with names down the side/top and training areas down the opposite

For the matrix suggest the following.
All employees - GMP and basic food safety (and HACCP overview).
Food safety team - HACCP for practitioner. Which means detailed training with respect to each step of conducting HACCP study.
Operators and Line managers - for training of applicable CCP, oPRP and PRP relevant to their posts or duties.
