Including Food Defense and Food Fraud Hazards in HARPC

How can I introduce Food Defense hazard and Food Fraud hazard into our risk assessment of our HARPC?

If I am understanding your question correctly, you are asking how you can integrate Intentional Adulteration into your Food Safety Plan?
I'd simply say that you don't do it. I would have two separate plans. Yes, it's potentially more work, but the two requirements don't actually mesh well, other than the fact that they both use the same process steps.
You are risk assessing and doing a hazard analysis on two totally different things.

I would reference it in your scope and terms of reference (or whatever you would call it in your food safety plan, I tend to use HACCP terminology). I'd then consider it in your plan only where it is a higher probability. So for example, if you have a bulk mixer in your process, contamination at that point is likely to cause widespread issues so I'd include something in that step about what my controls are about people not deliberately contaminating my product.
I'd also reference separate food defence and food fraud plans as you can't cover it all with a HACCP or food safety plan because not all fraud or defence issues are food safety issues.
