HACCP plan for edible oils refining brokers

Dears,
I'm contacting with a broker who getting different oils from factories in big tanks ( tons of edible oils) and do refining step plus changing volumes ( filling oils in smaller quantities) , my question here is about HACCP plan for this place ? And I didn't get into this industry before so anyone has an idea about the material of tanks ? Shall it be epoxy or galvanized iron ? Also is there any analysis shall be done to the oil after refining or just the COA for huge tanks are fine ?
He is selling sunflower oil , Soya oil , palm oil and sesame oil.
