Suppose a company has to make infrastructural changes before Certification to ISO 22000, Can this be identified as an Objective ?? (Clause 5.2f)

Of course it's an objective, but I do not believe it is the kind of measurable objective as required by ISO 22000. There are some previous discussions around this subject here:

Yes, a first 'measurable' objective of the food safety program is to Plan and Implement a food safety management system that meets the intent of ISO 22000.
Other specific objectives will have to be identified and that will be easier to do after you have implemented and operated within the ISO 22000 system.
