Rice Starch VS Rice Flour

Could someone please help me with a definition of rice starch and rice flour.  I would like to know what the actual difference is in the processing of these two ingredients.

Rice flour is made from ground raw rice while  rice starch is usually produced by steeping rice in lye. this article should help
