Do Walk-In Coolers Need an 18-Inch Clearance Around Walls?

Would a walk in cooler require the 18 inch clearance around the walls? when the racking is high enough to allow cleaning of the floors and walls?

 

SQF Element 11.6.2 Cold Storage, doesn't specify.

11.6.2.1 The site shall provide confirmation of the effective operational performance of freezing, chilling, and cold storage facilities. Chillers, blast freezers, and cold storage rooms shall be designed and constructed to allow for the hygienic and efficient refrigeration of food and be easily accessible for inspection and cleaning.

No the 18" does not apply 

HOWEVER as the standard states, your sanitation plan for the cooler needs to be clear about frequency and inspection for sanitation activities related to the cooler

There is no 18" requirement for refrigeration systems, just ensure you have the needed space to clean.
