Difference between program and plan

i'm was wondering difference between program and plan words. when program / plan to be used when setting up a new rule to implement?

I have always interpreted it as the following:
Program - Overall umbrella for a specific area, such as Pest Management. My Pest Management Program contains the Pest Management Plan, Pest Management Contract Specifications (for third-party pest management contractors), and the Pest Sighting Log.
Plan - The specifics of how the Program is to be carried out. In my system, a Plan always has the following elements: Purpose, Scope, References (applicable SQF Code sections and other documents in our food safety program that are tied to the specific plan), Definitions, Responsibility, Procedure, Training (requirements and frequency) and Document Revision History.
So, for example, in my organizational scheme:
FSQS 22.0 Pest Management Program (digital file folder); contains FSQS 22.1 Pest Management Plan, FSQS 22.2 Pest Management Contract Specifications, and FSQS 22.3 Pest Sighting Log.
Not sure if that's a "standard" approach or not, but it works for me.
