Difference between HACCP review meeting and food safety review

Clause 2.14 is still titled "review the HACCP plan", so would focus on the HACCP/equivalent food safety plan that fulfils section 2 of the standard.

If you're referring to the review under clause 1.1.4 then this is obviously considerably broader in scope, but will (generally) go into less detail on the HACCP/equivalent system.

HACCP should be a part of your food safety program.  If you are just reviewing your HACCP plan, then you are neglecting things such as training programs, customer complaints, supplier review, etc.

Usually you have a cross-functional team that is focused on your HACCP plan.  This team probably is not dealing with training programs, customer complaints, supplier review, etc.

So a HACCP review would be looking at a major part of your food safety program, but not reviewing the entire food safety program.

My take is that the HACCP review of 2.14.1 is a review of the written HACCP Plan or Food Safety Plan and looks at changes made over the course of the year. It is conducted by Preventive Controls Qualified Individual(s) (PCQIs). The Plan is amended as required, and the revised Plan is printed out and signed by the "person with overall responsibility for the site" mentioned in Clause 1.1.1, and promulgated to all relevant employees.

The upper management review of Clause 1.1.4 reviews the overall site performance against the EXISTING objectives of food safety and quality. These are sometimes called the Key Performance Indicators (KPIs) from the previous year's upper management meeting. This review is much more "meta", more about trends.

I think this is more about getting our underwear tied in a knot about which words we use to describe different aspects and functions of our food safety programs.

While I agree that certain upper management review might deserve a more expressive fancy name, it is a review process that is still part of your food safety program.

It is not part of your financial objectives.  It is not part of your people safety program.  It is not part of your sales plan review.  (please don't cite exceptions to this simplistic set of counter-examples).

So call your different review activities whatever you want.  However, you need to use the right description when you talk to different audiences so you don't cause confusion - auditors, customers, etc.

You don't want to tell an auditor that you have done HACCP reviews when he is expecting to hear that you do a comprehensive food safety program review to cover all aspects of your food safety program.
