As per sec. 5.4.4, is it necessary for ingredients recieved in as 50 lb. bags (multiwalled paper with inner plastic layer) to have a colored inner layer? We purchase raw materials in the supplier's standard packaging and I doubt that they would be willing to change this just for our 3 or 4 pallets per year.

This clause is aimed at any liners that you use in your operation rather than purchased raw materials.

For instance, if you decant from these sacks into a container which has a liner, this liner should have be a contrasting colour and be of the appropriate thickness to prevent rips.

Whilst it is good practice for your supplier to use a contrasting colour in the sacks that he sells you, it is not normally possible to insist upon it if you do not have the necessary commercial muscle.
