Not an easy question

In EC Regulation, the (competent) Authority is referred as the national authority or body that has the duty to control the application of the regulation by the food enterprises, to protect the public health. It is different Country by Country and usually is an official office composed by veterinarians, depending from the Ministry of Health.

The (European) Commission is an institution of the European Union and it is composed by the representatives of every Member State. It mainly proposes the legislation of the EU.

The 27 Member States are the Countries belonging to the European Union.

The (European) Community, formerly known as European Economic Community, is one of the organization that is part of the European Union, together with the European Atomic Energy Community (EURATOM) (and the European Coal and Steel Community (ECSC), expired in 2002).

I think that an useful document collecting some good information can be found here:

Do you perhaps have any idea on how to become certified or approved under the commission standards? I live in America and I have not crossed the European commission bridge for food just yet. Typically SQF or BRC is acceptable.

The Commission itself doesn't certify food businesses, and only "actively" approves those whose activities fall within the scope of Regulation (EC) 853/2004 (primarily meat-related products).
There are additional requirements for non-EU countries, as the country itself must also be "approved".
Have a look at e.g.:
