If raw materials are suitable for food packaging is migration testing necessary?

One of the problems in the EU is that there are no harmonised regulations relating to paper unlike plastics where they seem to come out on a weekly basis. This means that the use of the word 'migration' is in a different context.

 

With plastics there are a thousand or so authorised substances in EU10/2011 etc which for which you can carry out migration testing to ensure that limits are met if you wish.

 

For paper there is currently no similar EU wide list so you have to look at individual countries' legislation. If you are selling to Germany you would need to refer to their BfR etc.

 

You should construct your testing programme around your products' needs. For instance, if you are printing/varnishing with a UV system you should consider benzophenones. There are also the current concerns which may be relevant - PFAS etc.

 

For a basic unprinted board you could probably limit testing to heavy metals, taint and odour and Pentachlorophenol
