Is ISO 9001 required to be certified FSSC 22000?

Shall the plant get iso9001 certificate to be certified in fssc22000 as packaging or food processing plant

ISO9001 isn't a required component of FSSC22000 - it's based on ISO22000.
There is nothing to stop you deciding to also obtain ISO9001 certification if you wanted, or extending to the "FSSC22000-Quality" version of the certification which does incorporate ISO9001, but you don't have to do so.

So to prepare the plant for fssc22000 I will depend on iso22000 system for the point of the iso9001
