You don't actually need a room. The point is that the cleaning equipment and chemical agents must not be readily accesible to anyone not authorized to use them or in times that they shouldn't be used. The easiest solution would be to get a large locker in which they will be placed and describe who is responsible for locking / unlocking and reporting any deviations (eg broken lock). If the locker can be placed in view of a security camera then it's even better!
As for drainage system it should be all around since the cleaning waste waters have to go somewhere thoughout the facility. Point is it doesn't have to be exactly at the storage, it is only a precaution in case of leakage.
