Dear anilsasi,
There is considerable debate as to whether traditional HACCP as, for example, defined by Codex, can be applied to (especially microbial risks) in agricultural processes due to an inability for control measures to "comply" with the requirements for a (Codex) CCP. At present the majority opinion seems to be that the potential risks can best be controlled through prerequisite programs / GAP / GMP procedures rather than CCPs / HACCP plan.
If you are interested in reviews discussing the limitations of HACCP with respect to agricultural situations and current recommended control procedures to reduce related microbial contamination can try this (and preceding) post(s) on HACCP for vegetables / fruits –

(especially DOC1)
(earlier posts discuss "CP" type contamination)
In addition to ISO 22000, an example of a well known, auditable, private certification standard which primarily utilises PRPs and related procedures is GlobalGap/Eurepgap /(try googling / search this forum).
