Is there specific guidelines that food processors/manufactures must follow to prevent glass from shattering and entering the production areas. If so, where can I find this information?

There is a lot of guidance available on the net and elsewhere in these forums.

I am not aware of any requirements that may be of a 'legislative' nature, but most of the food safety standards give some information about specific requirements. I am attaching an extract from the BRC standard as an example.

Many customers have their own, often idiosyncratic, requirements, so make sure you check any of their Codes of Practice if applicable to you.

Nearly all food and packaging companies will have some form of Glass/Plastics Policy and Breakage Procedure and I am attaching one that I developed for use in a company's training session recently.
