Interpretation guidelines for 3.11.5 says 'The recall procedure shall be expected to be tested annually' In practice you would tie this in with the forward traceability test.

Section 3.9 (Traceability) should also be considered, as this has to be tested annually as well. This includes all stages of processing and distribution (1 stage back, 1 stage forward) and also include a mass balance reconciliation. It has been my experience that an auditor will be looking specifically at your trace back/forward and mass balance.

We preform ours annually, but a risk asessment is always best to determine frequency. Changes in manufacturing, process, and delivery should also be taken into account.

*we perform three different kinds though out the year and use one as a Mass Balance*

1. Foward - Raw Ingredient
2. Backward - Finished Good
3. Packaging Material (forward or backwards)

The minimum is annual. It should be based on risk or need. If the exercise does not go well, another needs to be done to test the corrective actions or improvements. It also needs to be repeated if any changes would impact your ability to trace or to conduct a recall (new ingredients, process or labeling changes, addition of a new distribution means etc).

How accurate were you in the last mock recall in terms of time and recovery targets?, How complex is your system?, How many new raw materials and products are introduced in your system yearly?, How robust is your record and documental system?, which are your client expectations are requirements?, How good is your supplier quality assurance system?. These could be tips to define the frequency. Don't try just to copy what others are doing, each system is unique. Hope it helps. Regards.

Also consider changes in the staff, not being familiar with a complanys recall procedure or practice could impact the outcome of a product recall.

It is always a good idea to test the Mock Recall with any new members of staff who have joined the team. I usually conduct the mock recall annually but it is always good to test it every six months to ensure that everybody still remembers what their duties are when convening a recall commitee.

Is there really a difference between traceability testing (forward) of product to customer and a mock recall of finished product? Can one serve as both?
