Where internal in-house resources are lacking (skills and number of people), BRC Global Standard Food allows for the use of external auditors or consultants to carry out internal audits for clients (assumning of course they have the skills!).

Is this allowable in the scope of ISO22000 or in the eyes of ISO22000 auditors?

Yes, ISO 22000 only requires you to define what you do for audits, it does not tell you how to do it. If your procedure allows you to use external auditors then there is no problem.
