Hi Joan,
It depends what you mean by a "Manual"
One approach to an FSMS system is via 4 Manuals - (a) "Quality"(Policy), (b) "Quality" Procedures (inc.WI/Forms), (eg Documentation), (c) HACCP Plan/System (inc.Traceability/Recall, etc), (d) Prerequisite Programs. Many other approaches exist, eg combined (a+b). The basic objective is for the "System" to demonstrate compliance to the "Standard".
For FSC22000/free -
(a) A few Generic Quality Manuals exist on this Forum.
(b) Sets of Generic Quality Procedures exist on the IT (especially for ISO 9001) but will require re-interpreting for your own Process/System. Some Generic Procedures exist on this Forum.
(c) A Model HACCP Plan (yoghurt) exists on this forum. The HACCP Plan will be specific to your Product/Process
(d) ISO22002-1 (for food) is a Generic Prerequisite Manual for FSSC22000 but requires interpreting for your own Process/System.
Possession of a System for ISO9001 and HACCP support should speed up the process. (There is an example on this forum for adapting an existing ISO9001 system to BRC [versions of a few years back]).

I'm talking about the manual where you can see all the clauses required by the standard.
So, it means that there's no free downloadable manual?

Hi Joan,
If you intend to use the fssc22000 FSMS system, you will need a set of three complete Standards - iso22000, iso22004, iso22002-1(for food)
This checklist will give you an idea of the scope of the 22000 standard -
