Does anyone know if Management of Change (MOC) policies, SOPs and FORMs are REQUIRED in the food industry? Does it fall under the scope of cGMP or is it an industry best practice?

Products that fall under specific documentation requirements (Milk, Seafood HACCP, Juice HACCP, etc.) obviously have policy and procedure documentation requirements. Under FSMA you are required to have documented validation and verification of your "preventative controls" which would naturally include policies and procedures for implementing and auditing those controls.
While a restaurant may be able to just "be in compliance" and demonstrate that they meet the requirements of FDA food code, food manufacturers need to be able to demonstrate records of checks and training, which necessarily requires controlled documents.
