Flat grain beetle ,4grams/ m3twice 15 days exposure peroid,Plus 10 days extension,no leak,high gas ph3 concetration after aeration and during sample found live insects,commodity flour moisture during fumigation 11.00 ,is the insect gain resitant?immunity,tolerance,

Is the product packaged ? what type of packaging that you have ?

The problem is if there is no pathway for gas to penetrate the product then beetle will be still alive ( product which contact directly with gas , turned to be toxic )
Immunity could be one of reasons , check this link http://legacy.crcpla...n-beetles.html
I think you have to change type of fumigation gas.
