Putting HACCP Plan Inside the Food Safety Plan?

I thought of another question regarding this while I was starting my HACCP Hazard Analysis. Since the HACCP plan is inside the food safety plain, can I reference elements of the Food Safety Plan as justification for certain decisions? For example, when assessing the risk of field debris in dry ingredients, can I list the Supply Chain Preventive Control as part of the justification for the hazard not needing a CCP?

 

Or does all HACCP related justification need to be addressed in a PRP program? I was going to address allergens, sanitation and supply-chain as PCs and not include them as PRPs (but I would reference them briefly and note where they are address later in the document) to avoid duplicate information within the document.
