Just wondering some ideas to measure culture without doing a survey?

Perhaps you could ask 1 random employee/week 5 questions at their work station? Then you could track responses and show that the culture required is present? Just a suggestion
You could then tailor the questions to each department (as HR clearly isn't as involved as production managers)

Using igienic monthly audit you could ask to employ some question about quality and food safety of the products or process.
I'm going to use One Point Lesson for specific items (ex: plastic bodies) to reduce the non conformity.
Or you can make mounthly meeting based on discussion about a safety problem
