Could anyone help with providing me with a way to evaluate the effectiveness of training related to food safety and quality?

Exams, tests, quizes of those being trained. Observation of trained employees is another one.

Yes, check their progress. This will take quite sometime but people will not change drastically. Normally we would constantly monitor the staff and check their progress in 3 months and will later determine if they need a refresher training or otherwise (ineffective way of training / lack of training material). Normally people tend to forget thats why we provide a lot of posters at their workplace and also the team leader / supervisor plays important rule in supervising them too. Training people is easy, getting them implementing what we train is another challenge. Hope for the best for you.

Short term - test, questions.
Long term - observable results. For example, if you have a specific training session for hand washing and PPE, you could look at results data from internal audits, QA reports etc before the training, and then compare with the results and observations post-training (accounting for other factors of course)

Here's another idea:  can the recently trained individual explain the policy in their own words, or demonstrate the acceptable behavior to another employee within the same department (instead of someone outside the dept. doing an audit).
