Based on then info from CDC/FDA and most Food regulatory organizations, the risk of spread of Covid-19 via Food or food packaging is low.
IMO: You can follow your existing return practices for the product safety, however the biggest risk that your company will need to asses it how are you getting these returns back.
Are they returned directly in person/ Returned back to you via any postal service-Hand delivered/Returned via drivers, etc? This is to limit the exposure to your employees.

We arrange pick up via our carriers. Meaning, same trucks that we use to ship our product

Well, it would be based on your operations. Keep in mind, that at this time most of the companies in the US/Canada region are not accepting returns, so it can be the company's decision to accept or deny a return.
Based on the public information available about this virus (at this time), the risk of spread via food or food packaging has been rated as low.
IMO: if your company decides as a business decision to take the product back,your driver and receivers should follow the same precautions, as they should be currently practicing, for all other incoming product and personnel.

Yes it is safe. CV virus is not airborne, it is not alive and thus does not live on surfaces.
interesting information is available in 4-part interview with a research doctor that worked in hiv/aids, other viruses and specific retro virus which CV fits into.

When say customer - are you referring to retail stores or individuals buying for themselves. This is two completely different things.
