We plan to use cloth masks in the food factory ( bakery factory ) for production staff, but I would like to know. Is there a reference regarding the use of fabric masks in food factories and is it acceptable to use  in food factory ( bakery factory )

Your should follow your Health Regulation advisories as in every country they're different. In Canada, for instance, masks are not mandatory to wear at food factories, physical distancing is preferable.
