Importing meat/poultry products under FDA jurisdiction

Our company needs to obtain an APHIS permit to import bulk hydrolysates (poultry) as a dietary supplement ingredient (from France) for further processing, but it is unclear if the product needs to be manufactured from an eligible/approved foreign FSIS facility since it is an FDA regulated commodity. The USDA Importing Permit Guide (attached) mentions that products with small amounts of animal product (that fall under FDA) still must originate from an FSIS approved/ eligible facility, but it does not mention non-amenable items such as dietary supplement ingredients/ bulk hydrolysates. Poultry products from France are not currently approved by the FSIS for import for human consumption, but the product we are importing would fall under FDA since it is an ingredient that will be used for dietary supplement manufacturing. Do all poultry products needs to originate from an approved/eligible FSIS foreign facility even it the product falls under FDA jurisdiction and is granted an APHIS permit? APHIS indicated they are not responsible for confirming the product's compliance requirements and FSIS nor FDA have been able to provide a clear response.

I'm assuming this isn't the first time that company has exported to the USA----I would also try asking them for help as they may know
What % animal product is this product your importing??? If i understand correctly, this product is 100% of animal origin and as such, would required USDA import approval and/or inspection (I think)
