what is the procedure for water cuts outage whereas the plant doesn't use the water as ingredient in food processing and the the plant doesn't have  Watertank

Even if you use water only for cleaning and hand washing - I can't imagine how you'd manage cleaning equipment and areas with bottled water... You should consider an option of purchasing a water storage tank for emergency situations.
