HACCP plan- water input

Hi!

Writing a HACCP plan for a bakery, and it is a small bakery- so the water going in very basically gets weighed in a bucket, and then added into the mixing bowl. 

I am developing the plan with my lovely bakers input. I had put the 'water' input as coming in at the weighing step (prior to mixing). 

She questioned it, fair enough, she adds the water during mixing. 

But what it more technically correct? Or is it a matter of choice. :)
