Any recommendation for resources to develop a Food quality plan for Baked to frozen soft pretzels products?

A popular methodology is to follow the CODEX 12 Steps of HACCP but substituting Quality for Food Safety - you might find SQF Guidance for Developing, Documenting, Implementing, Maintaining and Auditing the SQF Quality Code, Edition 8.1 useful, see Section 2.4.3 Food Quality Plan
