So the wholesaler doesn't open the box...
That doesn't exempt them from proper allergen control.
They should still check if the products are properly labelled.
They should still check if the products that arrive are clean.
They should still check if the packaging is leaking.
And they should still be able to do a track and trace at the same speed as anyone else to enable timely recalls.
Wholesalers are also responsible for allergen management and the statement "we don't open the product" would set off alarm bells in my mind as well.
They need to take responsibility for their own their processes.
