Do we really need to have annual calibration for burettes and cylinders? If yes, what particular food safety standard mentioned such requirement?

No idea what "cylinders" means.
For burettes, normally not but it might depend on the context, eg analysing for Platinum.

If you use these items for measuring critical items yes you need them calibrating. If it is for food safety, quality, QUID. etc. There are standard calibration methods to follow. Someone in your trading standards office (weights and measures ) may be able to advise on the calibration methods. We used ASTM standards before but google those and BSI/ISO lab glass ware standard calibration methods.
