Does anyone know is there rules and regulations that govern packaging materials which are intended to enter into EU country? it can be either food packaging or normal promotional materials.

For example, is UV varnish applied on packaging box acceptable in EU country? This varnish is applied on the outer side of paper which has no direct contact with foodstuffs. I heard people said not acceptable or not encouraged but i am yet to obtain any solid requirement.
