Is it necessary to wear overshoe (galosh) in a flour mill?

Hi from Turkey;

I'm working in flour mill. Our system is closed production system.Product contact ambient only packaging process. Workers are use overshoe (galosh)while working in mill to avoid any contamination. The point I want to know is it really need to wear it on milling (production part), because in this unit there is not any contact with workers or ambitient.Packing part have to continue to use.
